Coal mining activities have the potential to exert significant pressure on the environment and the social lives of surrounding communities, necessitating the implementation of corporate social responsibility (CSR) programs that go beyond mere administrative compliance and prioritize environmental sustainability. This study aims to analyze the implementation of the Full Bottom-Up approach in community empowerment programs conducted by coal mining companies in Lahat Regency and its implications for environmental management and community welfare. Employing a qualitative descriptive method, data were collected through in-depth interviews, participatory observation, and document analysis across eight CSR program areas implemented in 2024. The findings indicate that active community involvement in both the planning and implementation stages significantly enhances CSR effectiveness, particularly in fostering community participation in environmental management activities and strengthening economic self-reliance. Community-based environmental management programs have contributed to increased environmental awareness and measurable behavioral changes among residents regarding cleanliness and conservation in areas adjacent to mining sites. Furthermore, this study confirms that the Full Bottom-Up approach can be conceptualized as a community-participation-based environmental management model that is highly relevant to supporting the long-term sustainability of coal mining operations. These findings offer practical implications for mining companies, policymakers, and local communities in designing more inclusive and impactful CSR frameworks.
